Is electronic bid submission permitted?

Answer:

No. Legislation was adopted in October 2019 to authorize electronic bidding on the municipal level, but regulations have NOT been adopted. The AG’s office is reviewing this matter. There needs to be a technical equivalent to filing sealed bids that cannot be opened until the bid date. For now, you must only accept bid submissions by sealed bids either mailed or left in a physical drop box.
