About the ABC’s of Special Ed Law

Special education law is a growing and ever-changing area of law – not only in New Jersey, but throughout the country. The Individuals with Disabilities Education Act (IDEA) is a federal law that is binding on states and gives children with disabilities who qualify the right to specialized education and related services. School districts have an obligation to identify children who are suspected of having a disability and who may qualify for special education programs. Eligible children have the right to a free and appropriate public education.

This seminar features some of the state’s most knowledgeable school board and child/parent special education law attorneys. Tarica and the other panelists will discuss:

  • The law governing special education
  • The referral process
  • Evaluations
  • Eligibility and Programming
  • Disputes
  • Attorney’s fees

About Shifra Tarica

Tarica provides daily counsel on all areas of school law, including issues involving student discipline, student residency, civil rights, staff discipline and tenure rights, the Anti-Bullying Bill of Rights Act, the School Ethics Act, the Open Public Records Act, the Open Public Meetings Act, Board policy review and development, as well as employment and contract matters. She also handles matters arising under the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act. Tarica routinely provides in-service training on a broad variety of school law and special education topics for school administrators, district personnel, and child study teams. She also conducts lectures and workshops for other organizations, including the New Jersey School Boards Association and the New Jersey State Bar Association.

She earned her J.D. from Benjamin N. Cardozo School of Law, where she was selected to serve as the student speaker at the 2006 commencement ceremony. Prior to law school, she graduated Magna Cum Laude from Stern College for Women with a degree in Psychology. Tarica is a member of the bars of the State of New Jersey and the State of New York. She is also admitted to practice in the U.S. District Court for the District of New Jersey.
