Katharine A. Fina is a Partner in the Easton office focusing her practice on construction litigation, public procurement, and municipal and county law. Katharine represents public entities, including municipalities, counties, school boards, and state agencies in all procurement-related matters, including drafting and preparing bid documents; reviewing and evaluating bids; and drafting and negotiating contracts. She also has extensive experience representing both public entities and contractors in construction litigation matters, bid protests and delay damage claims.

Katharine also provides general legal counsel to public entities, counseling on a range of matters from employment to land use, affordable housing, tax appeals, and OPRA. She has appeared in both state and federal courts as insurance defense counsel to various public entities, specializing in the defense of tort claims and civil rights violations.

Prior to joining the Firm, Katharine clerked for the Honorable Emil Giordano of the Court of Common Pleas of Northampton County.

Katharine is a member of the Warren County Bar Association, New Jersey Bar Association, Pennsylvania Bar Association, and the Northampton County Bar Association. She currently serves as a member of the Forks Township Zoning Hearing Board. Katharine has been recognized by New Jersey Super Lawyers* as a Rising Star in Government Contracts for 2020.
